Chebotaru was born in 1984 in Sevastopol and currently lives and works with his family in Kyiv. From an early age, he developed a natural closeness to painting, shaped by the artistic environment of his parents. His works are primarily created during plein air journeys across Ukraine, Europe, and the Mediterranean region. They combine the intensity of Impressionism with a free, contemporary artistic language. Since 2011, he has been a member of the National Union of Artists of Ukraine.

Education
His artistic development began in the fine art studio of his parents in Sevastopol, where he received comprehensive basic training from 1995 to 2002.
From 2002 to 2007, he studied painting at the Samokysh Art School.
